Holding the Line: Fire Police and First-In Leadership for Safer Roadways
Instructor: Todd Leiss, Director of Training, Responder Safety Institute
Description: Roadway incidents demand more than red lights and good intentions—they demand leadership, clarity, and coordination. In this empowering training built for fire police, chiefs, and frontline responders, we’ll focus on the first 15 minutes that define the entire scene. Learn how to take command through safe traffic control practices—from manual flagging to scene positioning—and explore how Pennsylvania’s fire police are uniquely positioned to protect responders and the public. New this year, you’ll also step into a virtual crash scene using RealScene VR, where you’ll apply key strategies in real time. This hands-on exercise brings your training to life and lets you practice decision-making where it matters most. Walk away with actionable tools, heightened awareness, and renewed pride in the mission to return everyone home

By the end of this session, participants will be able to:
1. Explain the unique role of fire police in the National TIM framework and how their presence influences scene safety, traffic flow, and responder protection.
2. Demonstrate best practices for manual traffic control in high-risk environments, including flagging techniques, cone deployment, and communication protocols.
3. Apply “first 15 minutes” strategies for establishing safe zones, initial command, and early interagency coordination at roadway incidents.
4. Identify common hazards and behavioral risks to fire police personnel and describe steps to mitigate them using real-world case studies and data.
5. Communicate effectively with fire/rescue, law enforcement, and DOT partners during rapidly evolving incidents.
